    Of The City Of North Bay

    Your Worship and Councillors:

    The General Government Committee presents Report No. 2022-05 and recommends:

    That:

    1. The Development Charges Amendment Study completed by Hemson Consulting Ltd. dated March 11, 2022 be accepted;

    2. The period in which residential development charge rates remain at nil be extended from November 14, 2022 to   May 31, 2023;

    3. Schedule “B1”, Schedule of City-Wide Discounted DC Rates, to By-law No. 2019-72, to Establish Development Charges for The Corporation of the City of North Bay, be amended so that the residential development charge rates remain at nil until May 31, 2023 and that the charges in force commencing November 15, 2022 be delayed until June 1, 2023;

    4. Schedule “B2”, Schedule of City-Wide Non-Discounted DC Rates, to By-law No. 2019-72, to Establish Development Charges for The Corporation of the City of North Bay, be amended so that the residential development charge rates are reduced to nil until May 31, 2023 and that the charges in force commencing November 15, 2022 be delayed until June 1, 2023; and

    5. The Development Charges By-Law be presented to Council for three (3) readings on June 1, 2022.

    That Council authorize the award of a contract to Englobe Corp., based on the unit rates specified in their bid for Request for Proposal 2022-52 to provide geotechnical services including testing and investigations for various ongoing City projects on an as-needed basis based on the unit rates specified in their bid, for a term of three (3) years with an option in favour of the City to extend the contract for two (2) additional terms of up to one (1) year each.

    That Council:

    1. grant permission to the O’Canada Day Committee to hold the 2022 Canada Day celebrations in and about the Waterfront Park on July 1, 2022, pursuant to By-Law No. 2014-53 (Noise By-Law); and

    2. grant an exemption to the O’Canada Day Committee from the Noise By-Law and the exclusivity over the event and grounds be approved as per the following:
      a)    having approved Recommendation No. 1, granting permission to hold the public celebration known as the 2022 O’Canada Day Event, the event becomes exempt from the noise control provisions contained in By-Law No. 2014-53 (Noise By-Law), as amended, pursuant to the operation of Section 6 and Schedule 3 thereof, as defined in Attachment 1, in Report to Council CSBU 2022-30 dated May 5, 2022 from Bryan Kimber; and.
      b) exclusivity be granted on July 1, 2022, on and over the City owned or controlled lands (except the North Bay Wastewater Treatment Facility Lands) within the area defined as, extending from, and inclusive of the waterfront beaches starting at Tenth Street and both sides of Memorial Drive from the Uniroc site up to and including Lee Park.

    Whereas access to natural gas infrastructure is limited in parts of the City of North Bay and increased access will provide more affordable and reliable energy;

    And Whereas expanding access to natural gas within the City of North Bay is a key strategic priority supported by Council;

    And Whereas access to natural gas for residents, farms and business will provide an economic advantage;

    And Whereas natural gas access can provide residents on higher-emitting fuels with a lower carbon energy source that will help reduce greenhouse gas emissions.

    Therefore Be It Resolved that the Council of the City of North Bay formally support an application submitted by a natural gas distributor or supplier to the Government of Ontario, for a grant from the provincial Natural Gas Grant Program, to expand the natural gas system in the Shorewood Road area and serviced section of Peninsula Road.

    And Further That a copy of this resolution be forwarded to MPP Victor Fedeli, the Honourable Todd A. Smith, Minister of Energy, Leaders of the All Parties and Enbridge.

    Whereas the Ontario Northland Transportation Commission (ONTC) has been headquartered in the City of North Bay for 120 years; 

    And Whereas the ONTC employs more than 750 individuals in Northern Ontario including over 450 people in North Bay; 

    And Whereas ONTC continues to drive economic growth and stability for communities and businesses in the North;

    And Whereas the City is growing, attracting new business and industry, and needs to attract professionals and skilled trades to North Bay to fill job vacancies;

    And Whereas the recent announcement to have passenger rail return strengthens Ontario’s transportation network to safely and reliably connect Northerners to medical appointments, education, leisure activities, business engagements and more;

    And Whereas passenger rail will enhance tourism opportunities and drive population growth for the City of North Bay; 

    And Whereas the ONTC’s rail transportation plays an invaluable role in the growth and prosperity of manufacturing agriculture, natural resources and more;

    And Whereas ONTC’s transportation network is the backbone of the Northern economy, connecting North Bay to Global markets. 

    Therefore Be It Resolved that the Council of the City of North Bay reaffirms its support for ONTC through this motion and commits to further enriching the relationship between the City and Ontario Northland in future municipal planning and promotion of our City. 

    And Further the Council of the City of North Bay calls on all provincial parties to continue to support and enhance this valuable organization in the best interests of Northern Ontario;

    And Further that a copy of this resolution be emailed to Premier Doug Ford, Andrea Horwath, Leader of the Provincial NDP; Steven Del Duca, Leader of the Provincial Liberal Party; Mike Schreiner, Leader of the Ontario Green Party ; Victor Fedeli, MPP for Nipissing; the ONTC – Administration and Unions; and the Federation of Northern Ontario Municipalities.

Council authorize the Chief Administrative Officer to enter into a Lease with Pier 99 Corporation for the lease of (i) 65 square meters or 710 square feet within the Shabogesic Beach Building; and (ii) 30 square meters or 325 square feet of land adjacent to the Shabogesic Beach Building as shown approximately on Schedule “A” attached to Report to Council CSBU-2022-32 dated May 6, 2022 from Ian Kilgour;
    2. the terms and conditions of the lease are satisfactory to the Chief Administrative Officer and City Solicitor; and
    3. the Chief Administrative Officer and City Clerk be delegated the authority to execute all documents necessary to complete the lease.
