    Whereas the previous Council of the City of North Bay had directed staff to complete the building design for the North Bay Community Centre and upon completion of the design modifications initiate the tendering for the construction of the multi-purpose community and recreation centre.  

    Therefore Be It Resolved that the Chief Administrative Officer bring forward a status report to Council, to a Special Committee Meeting, related to the proposed community and recreation centre at Omischl Field.  The report should cover:

    •    An overview of site selection discussions from the selection committee.
    •    The business plan associated with the project.
    •    The status of the design work.
    •    Status of the agreement between the City of North Bay and Federal Government.
    •    Status of the Class A cost estimate.
    •    The proposed procurement process to be employed for this project.

    And Further that the procurement process be placed on hold until such time as the Class A estimate has been submitted and the business plan approved by Council.

    Whereas Council is requesting an independent third party operational review of the City of North Bay.  

    And Whereas the review is to examine the organizational structure, personnel and resources required in the delivery of services and projects in all departments and benchmark key performance indicators against other like organizations. Historical review of staffing levels (Union and Non-Union) are to be included as part of the review/evaluation.  The review is to also investigate communications, both internally and externally as well as policies and plans for public engagement.

    Therefore Be it Resolved that Council directs the Chief Administrative Officer prepare a Request for Proposal for a comprehensive third party independent operational review of the City of North Bay.  The review is to investigate overall organization effectiveness to ensure value for the taxpayer.

    And Further that the Chief Administrative Officer be directed to freeze hiring on new positions and where possible gap vacated positions until the completion of the 2023 Budget.

    Whereas the City of North Bay has approved the Community Safety and Well-Being Plan;

    And Whereas Council wishes to have an update regarding the implementation of the Plan.

    Therefore Be It Resolved that Council direct the Director of Community Services to prepare a report to be referred to the Community Services Committee for discussions regarding the current progress of the Plan and actions moving forward.

    1. approve the sale of City owned vacant land, as illustrated in Schedules B1, B2 and Offer to Purchase, on terms and conditions as set out in the Offer to Purchase presented by Nordic Minesteel Technologies Inc.;
    2. authorize the Mayor and City Clerk to execute the Offer to Purchase and to authorize the Mayor, City Clerk and City Solicitor to execute all appropriate sale documents as may be required;
    3. authorize that the net proceeds of sale be placed in the Property Development Reserve Fund (99535R); and
    4. authorize the by-law of the sale of the property be given three (3) readings on December 6, 2022.
