General Government Committee

Public Meeting Pursuant to the Municipal Act:

GG 2024-07 Report from Melinda Fry and Drew Poeta dated April 25, 2024 re User Fees 

Councillor Horsfield read the draft recommendation to the Committee.

The City Clerk advised that notice of the meeting was given in accordance with City of North Bay Notice By-Law 2020-79, by publishing the notice, 14 days in advance of the public meeting, in the Public Notice section of the City of North Bay’s website on Wednesday, December 18th, 2024.

Councillor Horsfield asked for public presentations in support of or objecting to the amendment to the User Fee.

Presentations:

Chris Derochie:

• The City has done an outstanding job on the courts.
• There is the potential for vandalism.  Vandalism happens in the middle of the night.
• They have picked up broken glass.
• Rollerbladers are on the courts.
• Paid $100,00.00 for the delicate surface.
• Courts should be locked and the gates open at 8:00 a.m. 
• Omischl is locked and protected.
• People were on the courts at 1 and 2 in the morning with the neighbours complaining.
• Has no problem with the fees, the fees are outstanding.

Direction:  Committee Report be brought forward to Council.

GG 2025-02 Report from Karin Pratte dated December 2, 2024 re Waste Management By-Law User Fee

Councillor Horsfield read the draft recommendation to the Committee.

The City Clerk advised that notice of the meeting was given in accordance with City of North Bay Notice By-Law 2020-79, by publishing the notice, 14 days in advance of the public meeting, in the Public Notice section of the City of North Bay’s website on Wednesday, December 18th, 2024.

Councillor Horsfield asked for public presentations in support of or objecting to the amendment to the User Fee.

No Presentations were made.  

Direction:  Committee Report be brought forward to Council.

GG 2025-01 Report from Margaret Karpenko dated December 13, 2024 re 2025 Preliminary Water and Wastewater Calculated Rates 

Councillor Horsfield asked the City Clerk how notice of the meeting was given.  

The City Clerk advised that notice of the meeting was given in accordance with City of North Bay Notice By-Law 2020-79, by publishing the notice, 14 days in advance of the public meeting, in the Public Notice section of the City of North Bay’s website on Wednesday, December 18th, 2024.

Margaret Karpenko provided a presentation in relation to the 2025 Preliminary Water and Wastewater Calculated Rates.  

Councillor Horsfield asked for public presentations in support of or objecting to the amendment to the Water Rates.

Presentations:

Steven Hamilton

• Would like to see an equitable distribution of the costs.
• Hemson Report contained quite a few deficiencies.  
• 57% is fixed costs.
• Every $10.00 is $6.00 fixed whether I turn on the tap or not.  
• Families are being penalized.  
• 40/60 does not make it equitable. 

Direction:  Committee Report be brought forward to Council.
