    Your Worship and Councillors:

    The Community Services Committee presents Report No. 2021-02 and recommends:

    “That Council:

    1.  not renew the Operating Agreement with Invest North Bay Development Corporation; and
    2.  direct the Director of Community Development and Growth to prepare a report to Council detailing the terms of reference for a proposed Economic Advisory Committee.”

    Your Worship and Councillors:

    The Infrastructure and Operations Committee presents Report No. IO 2020-01 and recommends:

    “That City Council:

    1. approves the award of a contract to R.V. Anderson Associates Limited for an amount up to $340,607.00(plus HST) for the provision of design services related to the Downtown Main Street Reconstruction;
    2. authorizes the transfer of funds to the project as outlined in Report to Council No. CORP 2021-02 dated January 8, 2021 by Mary-Ann Kotylak and Adam Lacombe; and
    3. authorizes the pre-commitment to the 2021 Capital budget as outlined in Report to Council No. CORP 2021-02.”

    That:

    1. all fees associated with the creation of a new or expanded outdoor patio be waived for the 2021 patio season (up to and including Thanksgiving weekend ending Tuesday, October 12, 2021), including:
      a) building permit fees;
      b) in Downtown North Bay, parking fees applicable under the existing Sidewalk Patio Program; and
      c) Municipal Alcohol License approvals and extensions issued through the City Clerk’s Office;
    2. the Guidelines “Supporting Outdoor Dining”, attached as Appendix “A” to Report to Council CSBU 2021-10 from Beverley Hillier dated February 22, 2021, be used to regulate the establishment of outdoor patios;
    3. the existing Sidewalk Patio Program in Downtown North Bay be expanded to support the use of sidewalks for outdoor retail space; and
    4. the Manager, Planning and Building Services be delegated approval authority for outdoor patio extensions.

    1. the 2021 budget of the Board of Management for the Downtown Improvement Area in the amount of $190,623.00 with a resultant DIA tax levy of $136,913.00 be approved by City Council; and
    2. the necessary by-law to provide for the levy and collection of special charges in respect of certain business improvement area be prepared for the approval of City Council.

    Whereas the Council of the City of North Bay enacted By-Law 2010-146, being a By-Law to Regulate the Sale of Fireworks and for Prohibiting the Sale of Fireworks on Certain Days During the Year;

    And Whereas Section 3(a) of By-Law 2010-146 sets out the days on which fireworks are permitted to be sold in the City of North Bay.

    Therefore Be It Resolved that Council direct the Fire Chief to bring forward a Report to Council to amend Section 3(a) to include New Year’s Eve;

    And Further that a Special Occasion Permit be established to allow for the purchase of fireworks and lighting off of fireworks for a date outside of Section 3(a).

    Whereas COVID 19 has impacted the business community;

    Therefore Be It Resolved that Council direct the Chief Administrative Officer provide a report to Council that describes the economic Impact of the COVID-19 2020 and 2021 lockdowns to the business community and considers the possible future effects to the Commercial Tax Base of the City of North Bay.
