    The Community Services Committee presents Report No. 2022-03 and recommends:

    “That Council note and file the Growth Update as set out in Report to Council CSBU 2021-062 dated December 2, 2021 from Ian Kilgour.”

    2.    authorize the transfer of funds to the project, as outlined in Report to Council CORP 2022-32 dated February 25, 2022 from Mary-Ann Kotylak and Karin Pratte.

    That:

    1.    Council authorize all fees associated with the creation of a new or expanded outdoor patio be waived for the 2022 patio season (up to and including Thanksgiving weekend ending Tuesday, October 11, 2022), including:

    a)    building permit fees;
    b)    in Downtown North Bay, parking fees applicable under the existing Sidewalk Patio Program; and
    c)    Municipal Alcohol License approvals and extensions issued through the City Clerk’s office.

    2.    the existing Sidewalk Patio Policy passed by By-Law 2016-30, be amended to include the use of sidewalks for outdoor retail space and attach as a schedule to the Policy Guidelines “Supporting Outdoor Dining” attached as Appendix “A” to Report to Council CSBU 2022-11 dated February 17, 2022 from Beverley Hillier; and

    3.    to delegate approval authority to the Manager, Planning and Building Services for outdoor patio extensions pursuant to the Alcohol and Gaming Commission of Ontario (AGCO) regulations.

    Whereas the Federation of Northern Ontario Municipalities’ conference is held annually in Northern Ontario during the first or second week of May;
     
    And Whereas this conference represents an opportunity to showcase the City of North Bay to Provincial and other Northern Municipal Officials;
     
    And Whereas this conference attracts more than 250 delegates and exhibitors and represents an opportunity to stimulate the hospitality industry with some 500 hotel stays;
     
    And Whereas 2025 is the City’s Centennial Anniversary of Incorporation and the FONOM conference provides an opportunity to showcase the City;

    Therefore Be It Resolved that the Council for the City of North Bay direct staff to submit an application to host the 2023, 2024 and 2025 Federation of Northern Ontario Municipalities Annual Conference.

    Whereas the 2021 Point in Time Count showed 300 people in the District of Nipissing identified as homeless, indicating a steady increase from previous counts;

    And Whereas while Government funding has provided capital dollars throughout the pandemic for the development of the Gateway Campus to provide emergency and transitional housing to the District of Nipissing’s most vulnerable, there is no health and housing funding to support operations;

    And Whereas the District of Nipissing Social Services Administration Board (DNSSAB) continues to advocate for housing and health funding with the Province to staff and meet the needs of the District of Nipissing’s most vulnerable.

    Therefore be it Resolved that the Council of the City of North Bay advocate for housing and health staffing support funding for the District of Nipissing’s transitional housing development known as Gateway House with the Provincial Government.   

    And Further be it Resolved that a copy of this Resolution be forwarded to the Minister of Health, Christine Elliott, Associate Minister of Mental Health and Addictions, Michael Tibollo, Minister of Municipal Affairs and Housing, Steve Clark, MPP Victor Fedeli, Association of Municipalities of Ontario, Federation of Northern Ontario Municipalities and Northern Ontario Service Deliverers Association.
