Service Partner 2022 Budget - North Bay Police Service
Councillor Brousseau and Margaret Karpenko provided a summary review of the discussions with the North Bay Police Service and confirmed the removal of ($317,000) from the 2022 Operating Budget as a Service Level Enhancement.
Service Level Change - Parking Garage Security (Lot 4)
Margaret Karpenko and Ian Kilgour provided an update on the North Bay Police Service's commitment to incorporate a built-in service level patrol program within their business practices regarding the Parking Garage (Lot 4).
Reallocation of Parking Garage Security Service Level Change to Downtown Community Program [3930]
Recommendation: That Council reallocate the savings from the Service Level Change for the Parking Garage Security being $42.350, to Community Programming [3930], to be included within the Community Development and Growth 2022 Operating Budget [line 3930]and to include community partner matching funds with a downtown focus.
Service Level Change - Community Safety & Well Being
Recommendation: That Council direct that the resource funds, being $45,000, be funded through reserves.

Municipal Taxation Tool
Councillor Bain provided a high level overview of the proposed motion including a synopsis of consultations leading up to the recommendation on municipal taxation tools.
Recommendation: That Council include the recommended motion to be voted upon as part of the 2022 Operating Budget approval process.
Ontario Valley Railway (OVR) Crosswalk/Fencing
John Severino provided a high level overview of discussions and next steps with the OVR regarding the recently discussed crosswalk/fencing issue.
Margaret Karpenko confirmed receipt of the District of Nipissing Social Administration Board's final levy, identified further departmental savings, noted the reduced growth calculations, and potential change to the risk associated with the Safe Restart for Transit funding.
Direction: Committee Report and the following Recommendations be brought forward to Council:
School Bus Stop Arm Cameras
That Council direct staff to establish a working group to investigate the use of stop arm cameras.
Municipal Taxation Tool
That Council resolves the following:
Whereas the current Municipal taxation methodology is over 100 years old.
Therefore, the City of North Bay ask the Province of Ontario to commit to revamp the way Municipal Services are funded.
And further, the City of North Bay asks the Province of Ontario to share a portion of the Provincial Land Transfer Tax with municipalities to address their infrastructure deficits.

Councillor Tanya Vrebosch declared a conflict of interest in relation to the 2022 DNSSAB Operating Budget as “DNSSAB is my employer.”
Councillor Bill Vrebosch declared a conflict of interest in relation to the 2022 DNSSAB Operating Budget as "she [Councillor T. Vrebosch] is my daughter".
