Councillor Mallah explained the purpose of the Rezoning Application.

The City Clerk advised that notice of the meeting was given by prepaid first class mail on the 16th day of December, 2022 to all owners of property within 120 metres of the subject property and by the posting of a placard on the subject property.

Peter Carello explained the purpose of the rezoning application.

Councillor Mallah asked for public presentations in support of or objecting to the Rezoning application.

Presentation:

Rick Miller - Agent for the Applicant

  • The concerns in relation to the flood plain the applicant has undertaken a site engineering to address those concerns.
  • The design will be altered to accommodate the flood plain.
  • The applicant also owns the four-plex to the north and there are no issues anticipated.

Paul Goodridge - Agent for the Applicant 

  • This is a five (5) unit building the parking will be two (2) spaces at the front of the building and three (3) stacked at the back.   
  • The stacked parking is no different from a single family dwelling.
  • The parking lot has room to turn vehicles around so that the tenants do not have to back out onto the road.
  • Snow removal/storage this has been addressed in the Site Plan, the snow will be stored at the rear of building south of the parking spaces.
  • Does not believe that the City should be requiring an acoustic study as the building is only being renovated by reconfiguring the interior walls.

Margaret Karpenko made a presentation in relation to the Water and Wastewater Calculated Rates.  

Councillor Horsfield asked for public presentations in support of or objecting to the change to the Water and Wastewater Calculated Rates.

Presentations:

1.  Don Rennick 

  • Imperative that budget deliberations should not start until all 2022 expenditures have been calculated.
  • Does not agree with the budget process.  
  • Councillors have not questioned the staffing levels.
  • The use of the word "CPI" has no place in municipal budgets.
  • The reserves are a dog's breakfast.  
  • This is the perfect time to change the financial course.
  • Suggested that the budget process restart based on 2022 expenditures.  

2.  Margaret Ditullio

  •  All for meters coming so that she would only pay for what she uses.
  • Called the water department due to bill in 2020 was over $100.00 due to a leak.
  • Was not advised that there was a process that residents can be reimbursed due to the leak.
  • Does not feel that she should be paying for anything other than her usage.
