    Community Services Committee Report No. 2023-07

    February 14, 2023

    To The Council

    Your Worship and Councillors:
    The Community Services Committee presents Report No. 2023-07 and recommends:

    That:

    1.    Council direct staff that upon completion of the assembly of construction documents to initiate the Tendering for the Construction of the Multi-Purpose Community and Recreation Centre, as set out in Supplemental Report to Council IO 2022-12 dated December 7, 2022 from John Severino.

    That:

    1.    Council note and file the Community Safety and Well-Being (hereinafter referred to as “CSWB”) Plan Update as set out in Report to Council CSBU 2023-009 dated January 4, 2023 from Brent Kalinowski;

    2.    an Ad Hoc Committee be created in relation to the CSWB plan as it relates to the City of North Bay and the Health Crisis' in our community to:

    i)    ensure we identify and address needs within Council's control at the municipal level;
    ii)    advocate for what is outside of Council's control; and
    iii)    make recommendations to Council as whole.

    3.    a mandate be created and approved by Council before any meetings occur;

    4.    a Chair and Vice Chair be appointed by the committee members at their first meeting;

    5.    the CSWB Planner be the staff resource to the committee;

    6.    the public meetings of the Ad Hoc Committee be held on a monthly basis;

    7.    a user-friendly reporting template be designed and published on a monthly basis on our City website and social media platforms; and

    8.    a multi-department staff report be prepared for the upcoming budget meetings regarding how to make our city owned public spaces safer to show the community this Council's commitment to ensuring the safety and wellbeing of our citizens.

    Community Services Committee Report No. 2023-06

    Your Worship and Councillors:
    The Community Services Committee presents Report No. 2023-06 and recommends:

    That:

    1.    Council approve the proposed Official Plan Amendment by Greenstone Engineering Ltd. on behalf of Pioneer Construction Ltd. – 500 Marsh Drive in the City of North Bay to amend the Official Plan Designation from “Rural” to “Restricted Industry” for part of the property legally described in Appendix A and as shown on Schedule ‘A’ to Report to Council No. CSBU 2023-005 dated February 2, 2023 by Peter Carello; 

    2.    Council approve the proposed Zoning By-law Amendment by Greenstone Engineering Ltd. On behalf of Pioneer Construction Ltd. – 500 Marsh Drive in the City of North Bay to rezone part of the property from a “Rural (A)” zone to a “Restricted Industrial Special (M4 Sp.)” zone for part of the property legally described in Appendix A and as shown on Schedule ‘A’ to Report to Council No. CSBU 2023-005; 

    3.    Council approve the proposed holding zone as shown on Schedule ‘A’ to Report to Council No. CSBU 2023-005; and

    4.    the subject property be placed under Site Plan Control pursuant to Section 41 of the Planning Act, R.S.O., 1990 as amended.

    2.    the Assistant City Solicitor to make an application for approval of Set Fines and Short Form Wordings for offences contrary to the Pigeon Feeding, as set out in Report to Council CORP 2023-30 from Ron Melnyk dated January 18, 2023.

    Whereas the recently announced Construction Funding Subsidy (CFS) by the Ministry of Long Term Care could have significantly benefitted the member funding Municipalities of Cassellholme;

    And Whereas that funding was intended to incent new construction and provide financial stability during the recent unexpected construction cost and financing cost increases,  

    And Whereas Cassellholme’s borrowing rate at Infrastructure Ontario will not be fixed until construction completion and has increased in the past year by approximately 2% representing about a $1,500,000.00 annual increase to the Municipalities; 

    And Whereas the Provincial Construction Funding Subsidy was increased in 2020 and has not since increased with rising construction costs and borrowing costs, significantly increasing the financial costs to the member Municipalities;

    And Whereas on an expected mortgage payment of $6,000,000.00 per year, about $2,000,000.00 is presently financed by Provincial CFS funding, leaving about $4,000,000.00 in capital levies from the municipalities, 

    And Whereas with the CFS top-up funding the same $6M would be paid by about $5,000,000.00 in Provincial funding and $1,000,000.00 in levies.

    Therefore Be it Resolved that this information be shared with the Ministry of Long Term Care and Treasury Board with a request that the application criteria for the CFS top-up of $35 per bed-day be expanded to include Homes already under construction including Cassellholme.

    And Further that a copy of this Motion be provided to Ministry of Long Term Care, Treasury Board, MPP Victor Fedeli, and Member Municipalities.
