    Of The Corporation
    Of The City Of North Bay

    Your Worship and Councillors:

    The Infrastructure and Operations Committee presents Report No. IO 2021-03 and recommends:

    “That:

    1) City Council adopt the City of North Bay’s Waste Diversion Strategy attached to Report to Council IO 2021-09 dated June 30, 2021 by Karin Pratte;
    2) City Council direct staff to make all necessary preparations, as outlined in Report to Council IO 2021-09 dated June 30, 2021 by Karin Pratte to reduce the number of receptacles of waste at the curb beginning January 1, 2022; and
    3) a copy of the City of North Bay’s Waste Diversion Strategy be forwarded to the Ministry of Environment, Conversation and Parks.”

    WHEREAS the Truth and Reconciliation Commission released its final report on June 2, 2015, which included 94 Calls to Action to redress the legacy of residential schools and advance the process of Canadian reconciliation;

    AND WHEREAS the recent discoveries of remains and unmarked graves across Canada have led to increased calls for all levels of government to address the recommendations in the TRC’s Calls to Action;

    AND WHEREAS all Canadians and all orders of government have a role to play in reconciliation;

    AND WHEREAS Recommendation #80 of the Truth and Reconciliation Commission called upon the federal government, in collaboration with Aboriginal peoples, to establish, as a statutory holiday, a National Day for Truth and Reconciliation to ensure that public commemoration of the history and legacy of residential schools remains a vital component of the reconciliation process;

    AND WHEREAS the Federal Government has announced September 30th, 2021, as the first National Day for Truth and Reconciliation (National Orange Shirt Day) and a statutory holiday.

    THEREFORE, BE IT RESOLVED THAT the Council of the City of North Bay does hereby commit to recognizing September 30th, 2021, as the National Day for Truth and Reconciliation (National Orange Shirt Day) by sharing the stories of residential school survivors, their families, and communities.

    Whereas the Association of Municipalities of Ontario (AMO) estimates the province-wide municipal infrastructure deficit to be $6 billion dollars;

    And Whereas the City of Toronto Act, 2006 granted Toronto broader municipal revenue tools than the other 443 municipalities;

    And Whereas AMO has long lobbied for its members the right to access the same revenue tools permitted by the City of Toronto Act;

    And Whereas the City of Toronto charges and collects a Municipal Land Transfer Tax (MLTT) in parallel with the Province of Ontario for all property sales, except for first-time home buyers;

    And Whereas in 2020 the City of Toronto received $800 million from the Municipal Land Transfer Tax; this offset represents 15% of their annual revenue (page 28 of the 2021 Budget);

    And Whereas this revenue tool would generate nearly $2.68 billion dollars for the other Ontario Municipalities, which would help municipalities’ growing infrastructure deficit.

    Therefore Be It Resolved that the City of North Bay ask the Premier of Ontario to grant Ontario Municipalities the same Municipal Revenue Tools as the City of Toronto.

    Further Be It Resolved that an electronic copy of this Resolution be shared with the Provincial Minister of Finance Peter Bethlenfalvy, Nipissing MPP Minister Vic Fedeli, the Leaders of the Provincial Oppositions, the Federation of Northern Ontario Municipalities (FONOM), and the Association of Municipalities of Ontario (AMO).

    Whereas the various levels of government in Canada and around the world, as well as public health partners and government health officials have acknowledged the importance and effectiveness of vaccines to protect our fellow citizens from COVID-19;

    And Whereas Council believes it is important and necessary to take steps to protect our most vulnerable citizens, including those who are immunocompromised, or those, such as our young children, who are not yet eligible for vaccines;

    And Whereas access to Municipal Government is an important facet of a healthy and thriving democracy;

    And Whereas Council believes that the implementation of mandatory vaccination and testing policies will result in an increased sense of security for our staff and citizens in their daily interactions;

    Now Therefore be it Resolved that Administration:

    (i) be directed to explore options for and implement a workplace policy with respect to COVID-19 vaccinations and testing for staff;
    (ii) explore additional measures and policies to ensure safe in-person interactions between staff and citizens; and
    (iii) report back to Council with options by September 30, 2021.
