    That Council:

    1. grant permission to the O’Canada Day Committee to hold the 2025 Canada Day Celebrations in and about the Waterfront Park on July 1, 2025, pursuant to By-Law No. 2014-53 (Noise By-Law); and

    2. grant an exemption to the O’Canada Day Committee from the Noise By-Law, and exclusivity over the event and grounds be approved as follows:
      1. having approved Recommendation No. 1 granting permission to hold the public celebration known as the 2025 O’Canada Day Event, the event becomes exempt from the noise control provisions contained in By-Law No. 2014-53 (Noise By-Law), as amended, pursuant to the operation of Section 6 and Schedule 3 thereof, as defined in Attachment 1, in Report to Council CSBU 2025-16 dated February 25, 2025 from Erin Vaughan; and

      2. exclusive use on July 1, 2025, on and over the City-owned and controlled lands (except the North Bay Wastewater Treatment Facility Lands) within the area defined as, extending from, and inclusive of the waterfront beaches starting at Tenth Street and both sides of Memorial Drive from the Uniroc site up to and including Lee Park.

    That Council authorize Mayor Chirico to sign a letter of support for the 2025 Armed Forces Day for the CF-18 Tactical Demonstration Team, the Canadian Forces Snowbirds Demonstration Team, the CC-130J Hercules and the USAF F-16 or F-35 to fly over the City of North Bay and for the Skyhawks Parachute Demonstration Team to parachute over the City of North Bay, as well as support to land a CH-147 Chinook or CH-146 Griffon at the Waterfront Marina.

    1. approve the award of a contract to Venasse Building Group Inc. in the amount of $700,000.00 (plus HST), for the provision of Request for Tender 2025-13 Aquatic Centre Pool Deck Flooring Replacement;

    2. authorize the transfer of funds to the project, as outlined in Report to Council CORP 2025-31 dated March 12, 2025 from Lori Jackson and Alain Lecompte; and

    3. acknowledge the pre-commitment against the 2025 General Capital Budget, as authorized through Report to Council CORP 2024-100 – Approval of 50% of the Prior Year’s Capital Funding Envelope.

    2. Council extend the Draft Approval expiry date of the Ski Ridge Estates Inc. and Janey Avenue Inc. Plan of Subdivision (Subdivision File No. 48T-19102), as recommended by City staff from May 19, 2025 to May 19, 2028.

    By-Law No. 2025-25 to authorize the execution of an agreement with The North Bay and District Society for the Prevention of Cruelty to Animals relating to the provision of Animal Control Services. 

    By-Law No. 2025-26 to authorize electors to use an alternative voting method that does not require electors to attend a voting place in order to vote for Municipal and School Board elections. 

    By-Law No. 2025-30 to stop up, close and convey a Part of McKenzie/Robarts Avenue Road Allowance designated as Part 3, on Plan 36R-15359, in the City of North Bay.

    By-Law No. 2025-32 to authorize the execution of a Subdivision Pre-Servicing Agreement with 2029562 Ontario Limited relating to Ashgrove Subdivision, Phases 4 and 5.

    Whereas the mission of the Federation of Northern Ontario Municipalities (FONOM) is to enhance the economic and social quality of life for all Northerners and to ensure a prosperous future for our youth;

    And Whereas the FONOM Executive Award is presented annually at its conference to recognize an individual who has demonstrated outstanding dedication and tireless efforts in enriching the lives of Northern Ontarians while advancing the objectives of FONOM;

    And Whereas Victor Fedeli has made significant contributions to Northern Ontario through his service as Mayor of the City of North Bay (2003–2010), as a Member of Provincial Parliament, and as a Minister in the Government of Ontario, consistently advocating for the well-being and prosperity of North Bay, Nipissing, and the broader Northern Ontario region.

    Now Therefore Be it Resolved that the Council of the City of North Bay formally nominates Victor Fedeli for the 2025 FONOM Executive Award, recognizing his exceptional and enduring contributions to the enrichment and betterment of the lives of Northern Ontario residents and his unwavering commitment to promoting the mission and objectives of FONOM at both regional and provincial levels.

    Further be it Resolved that a copy of this resolution be sent to FONOM and the Municipalities in the Nipissing Electoral District.

    That Council:

    1. authorize the Agreement of Purchase and Sale as between The Corporation of the City of North Bay and Teresa Lynne Boase for the purchase of two (2) vacant parcels of land municipally described as 0 May Avenue and legally described as:

       

      1. Lots 171-172, Plan 73 Widdifield; North Bay; District of Nipissing; and

         

      2. Lots 165-170, Plan 73 Widdifield; North Bay; District of Nipissing 

         

        (hereinafter individually and collectively the "Subject Lands”)

        for a purchase price of $102,000.00 and on such terms and conditions, as set out in the Agreement of Purchase and Sale;

         

    2. authorize the Mayor, City Clerk and the City Solicitor to execute all appropriate purchase and sale documents as may be required;

       

    3. authorize that the purchase price be paid from the Housing Accelerator Fund (“HAF”) or the Build Faster Fund ("BFF") or the Property Development Reserve (#99535R) at the discretion of the Chief Financial Officer/Treasurer; and

       

    4. authorize the by-law for the purchase of the "Subject Lands" be given three (3) readings on March 25, 2025.
