    To The Council
    Of The Corporation
    Of The City Of North Bay

    Your Worship and Councillors:

    The General Government Committee presents Report No. GG 2025-04 and recommends:

    “That Council direct the City Clerk:

    1. to prepare a By-Law to authorize the use an alternative voting method by the electors that does not require electors to attend a voting place in order to vote; and

    2. to issue a Request for Proposal for the 2026 Municipal Election for electronic voting.”

    That Council grant exclusive use of the City-owned or controlled lands (except the North Bay Wastewater Treatment Facility Lands) within the area defined as, extending from, and inclusive of the waterfront beaches starting at Tenth Street and both sides of Memorial Drive from the former Kenroc/Uniroc site up to and including Lee Park, for the 2025 Armed Forces Appreciation Day being held June 4th, 2025.

    That:

    1. Council approve the three (3) year agreement between The Corporation of the City of North Bay and the North Bay & District Humane Society for the Prevention of Cruelty to Animals (“the Humane Society”), for provision of animal control services in the City of North Bay (“the Agreement”); and
    2. an execution by-law be brought forward for three (3) readings on March 25, 2025 authorizing the Mayor and City Clerk to execute and deliver the agreement and any other required documents.

    1. approve the award of a contract to Ellis Don Corporation in the amount of $1,896,000.00 (plus HST), for the improvements to the Booth Road and Lakeshore Drive intersection; and
    2. acknowledge the pre-commitment against the 2025 General Capital Budget, as authorized through Report to Council CORP 2024-100 – Approval of 50% of the Prior Year’s Capital Funding Envelope.

    1. approve the award of a contract to 2618018 Ontario Inc. operating as D Rock Paving, in the amount of $3,218,344.26 (plus HST), for the provision of Request for Tender 2025-04, Wallace Road and Commerce Crescent Sidewalk Program;
    2. authorize the transfer of funds to the project, as outlined in Report to Council CORP 2025-29 dated February 28, 2025 from Lori Jackson and Gerry McCrank; and
    3. acknowledge the pre-commitment against the 2025 General Capital Budget, as authorized through Report to Council CORP 2024-100 – Approval of 50% of the Prior Year’s Capital Funding Envelope.
